What is a China Police Certificate?
Dongguan is a city located in the Guangdong province of China. It is a popular destination for expats because of its booming economy and a vast range of job opportunities. However, expats in Dongguan may find themselves requiring a police certificate for various procedures, including immigration, visa application, residence permit, employment or marriage.
A police certificate, also known as a certificate of good conduct or a background check, is an official document that provides evidence of one’s criminal history, or lack thereof. This document is typically required for visa applications, foreign residency, and job opportunities in other countries. The Dongguan police certificate issued by the Public Security Bureau (PSB) confirms that the person has no criminal record in Dongguan.
The Dongguan non-criminal record certificate serves as a statement that the applicant has no criminal record while living in Dongguan. For use abroad, the Dongguan non-criminal record certificate must be notarized. The issued notarial certificate consists of two integral components: the notarized Chinese-language pages and the corresponding notarized pages in foreign languages.
Who can get the Dongguan Police Certificate?
Foreign applicants who have lived in Dongguan for more than 180 days with a residence permit under a Z (work), X1 (study), or J1 (journalist) visa can obtain a Dongguan police certificate.

Procedure of Obtaining Dongguan Non-Criminal Record Certificate
STEP 1. Submit all required documents to Exit-Entry Administration Office of Hangzhou Municipal Public Security Bureau for review. The Applicants with the criminal record cannot obtain a Police Clearance Certificate.
STEP 2. Take Hangzhou Police Clearance Certificate to Notary Public Office in Hangzhou. And the notary Public Office will issue Hangzhou Notarial Certificate of Non-criminal Record.
How long does it take to apply for a Non-Criminal Record application in Dongguan?
PSB will issue the police certificate within 5-7 working days. If the certificate is successful, the applicant can pick it up in person or nominate a representative to pick it up.
The next step after receiving the Dongguan Police Certificate from the PSB is to apply for its notarization at a public notary office. And the processing time for the notarial Dongguan Police Certificate is seven working days, excluding mailing time.
To ensure the document’s validity, applicants must complete the notarization process within the three-month validity period of the police certificate issued by PSB.
It is important to note that the application process for a police certificate in Dongguan can take several weeks and may require the individual to provide additional information or documentation. Therefore, foreign nationals seeking a police certificate in Dongguan should plan accordingly and allow adequate time for the application to be processed.
If the applicant cannot come to China to apply, can he/she authorize a representative to apply for Dongguan Police Certificate?
In most Chinese cities, applicants can authorize a representative to obtain a Police Clearance Certificate on their behalf. The requirements for the Power of Attorney (POA) vary by city. If the applicants cannot apply in person for a Dongguan police certificate, their representative must submit a signed POA to apply on their behalf.

1. Original new passport and old passport.
You will be required to bring the original passports to the Public Security Bureau. Or you may ask a third party to present in person with your old passport and new passports to make application where written consent applies.
2. Scanned copy of Residence Registration Form(optional).
Residence Registration Form is the form that you filled upon your arrival in China within 24 hours. If you currently reside in Dongguan, it is required documents for request of Dongguan Police Certificate. Whereas it is optional supporting document if live abroad currently.
3. Signed letter of authority for third party application.
You must provide a written consent if you need someone other than you to deal with your application on your behalf. It needs to be signed by the applicant. Thumbprints should be printed on the POA with red ink.
Does the Dongguan Non-Criminal Record Certificate cover all of China?
China doesn’t have a single national authority that issues police certificates for the entire country.
The Dongguan Police Certificate only confirms that the applicant has no criminal record within Dongguan and does not cover other areas in China.

How to confirm the authenticity of a criminal record in Dongguan?
Individuals can verify the authenticity of the Notarial Police Certificates in the following ways:
1.Notarial certificates issued by some notary offices are equipped with a QR code. Scan the QR code on the notarial document to verify its authenticity quickly and easily. Additionally, applicants can verify the notarial certificate by entering the verification code.
2. You may log in the Notary Public Office website to check the authenticity of the certificate with a specific code.
3. You may call the Notary Public Office to check the authenticity of the notarization. Name of applicant, date of birth of applicant, and serial number of the certificate shall be provided for verification.
Apostille and Legalization for Non-Criminal Record in Dongguan
For international use, the Chinese Non-Criminal Record is required to go through the Apostille or Legalization process to validate its authenticity. It is worth mentioning that China has officially joined to the Hague Convention in November 2023. And the Apostille has entered into force in China. In short, an apostilled Chinese Police Certificate will be used in Hague Convention countries, while consular legalization is intended solely for non-member nations.
