Moving to a new country can be an exciting adventure, but it also involves a lot of paperwork and documentation requirements. One of the essential documents that expats need is a police clearance certificate for various procedures, including immigration, visa application, residence permit, employment or marriage.
Firstly, a Chengdu police certificate is an official document that acts as proof of a person’s criminal record in the city. The certificate is issued by the Chengdu Public Security Bureau (PSB) and is required for visa immigration to many countries, including the United States, Canada, Australia, and the United Kingdom.
The Chengdu non-criminal record certificate only confirms that the applicant has no criminal record during his or her stay in Chengdu. For overseas use, notarization of the Chengdu Non-criminal Record Certificate is necessary, and the notarized document is issued by the Chengdu Notary Public Office. Normally, the notarial certificate contains not only a Chinese notarized page, but also a foreign language translated notarized page.
Who needs the Chengdu Police Certificate?
Foreigners who have lived in Chengdu for at least six months with a valid residence permit can apply for a Chengdu non-criminal record certificate. A residence permit is issued to foreign nationals holding a Z (work), X1 (study), or J1 (journalist) visa in Chengdu.
How to get a Police Certificate in Chengdu?
The authorized issuing authority for the Chengdu Non-Criminal Record Certificate is the Exit-Entry Administration Bureau of the Chengdu Municipal Public Security Bureau(PSB). Once obtained from the PSB, the non-criminal record must be submitted to an official Chengdu notary public office for notarization.
Procedure of Obtaining Chengdu Non-Criminal Record Certificate
STEP 1. Submit required documents to Exit-Entry Administration Office of Chengdu Municipal Public Security Bureau for review. The Applicants with the criminal record cannot obtain a Police Clearance Certificate.
STEP 2. Take Chengdu Police Clearance Certificate to Notary Public Office. And the notary Public Office will issue Chengdu Notarial Certificate of Non-criminal Record.
How long does it take to apply for a Non-Criminal Record application in Chengdu?
After submission, the standard processing time for police certificate issuance is typically five to seven working days. The certificate is available for collection either in person by the applicant or by an authorized representative. Following this, the applicant needs to apply for a notarized police certificate from the notary office, with a processing time of 7 working days, plus additional mailing time. It is important to note that the Chengdu non-criminal record issued by the PSB is valid for three months. As such, please ensure that the notarization is completed within this validity period.
If the applicant cannot come to China to apply, can he/she authorize a representative to apply for Chengdu Police Certificate?
In most Chinese cities, applicants can use an authorized representative with a Power of Attorney (POA) to apply for a Police Clearance Certificate on their behalf. Requirements for Powers of Attorney vary by city. For applicants unable to apply in person in Chengdu, the POA must be either apostilled by the Ministry of Foreign Affairs or legalized by a Chinese Embassy/Consulate.
Documents checklist for request of Police Clearance Certificate
1. Scanned copy of current and previous passport photo pages, visa pages, residence permit pages and exit-entry stamp pages.
You will be required to bring the copy of passports to the Public Security Bureau. Or you may ask a third party to present in person with your copies of passports to make application where written consent applies.
2. Scanned copy of residence registration form(s).
Residence Registration Form is the form that you filled upon your arrival in China within 24 hours. You need to bring the copies of residence registration forms to the Public Security Bureau.
3. Scanned copy of work permit or scan copy of original degree/diploma.
Work permits and degrees are optional documents for police certificate application.
4. If you need to authorize third party to apply for the police certificate on your behalf, you need to provide authorization apostilled by the Ministry of Foreign Affairs or legalized by Chinese Embassy/Consulate.
You must provide a written consent if you need someone other than you to deal with your application on your behalf.
Does the Chengdu Non-Criminal Record Certificate cover all of China?
No national issuing authority in China issues Police Certificate covering the whole China.
Chengdu Police Certificate issued by Chengdu PSB only covers the period of time the applicant resides in Chengdu, not the entire China.

Reasons for the failure to apply for a Chengdu Police Clearance:
1. Stay in Chengdu for no more than 6 months.

How to confirm the authenticity of a criminal record in Chengdu?
Individuals can verify the authenticity of the Notarial Police Certificates in the following ways:
1.
Some notarial certificates bear two-dimensional code allowing you to scan the code or enter the verification code to check the authenticity.
2.Check certificate validity at the Notary Office website by entering its verification code.
3.
Call the Notary Public Office to check the notarization. Name of applicant, date of birth of applicant, and serial number of the certificate shall be provided for verification.
