How long does it take to apply for a Non-Criminal Record in Shanghai?
The PSB usually issue a Non-Criminal Record within five to seven business days. The certificate is valid for three months from the date of issuance, so the applicant must complete the notarization within this period, which will take seven working days for notarization (excluding mailing time).

In most Chinese cities, you can have someone else handle your Police Clearance Certificate on your behalf. To do this, you’ll need to give them a properly authorized power of attorney (POA). to nominate a representative to apply for a Police Clearance Certificate.
If you cannot come to Shanghai to apply, you need to provide authorization apostilled by Ministry of foreign affairs or legalized by Chinese Embassy/Consulate.

The required documents are as follows:
1. Scanned copy of current and previous passport, including photo pages, Chinese visa pages, residence permit pages and exit-entry stamp pages.
You must submit the copies of passports or may ask a third party to present with these copies to the Public Security Bureau.
2. Scanned copy of residence registration form(s).

Apostille and Legalization are two certification types. The country in which the authorization is issued determines the type of certificate needed.
•An apostille is for documents issued in member countries of the Hague.
•Consular authentication certificate is for documents issued in Non-Hague Convention countries.
Does the Shanghai Non-Criminal Record Certificate cover all of China?
In China, criminal record certificates are not issued by central government agencies, but by local governments. Therefore, under normal circumstances, the Shanghai Police Certificate only proves that the applicant has no criminal record during his/her residence in Shanghai. How to confirm the authenticity of a criminal record in Shanghai?

Note: China has been a member of the Hague Convention in November 2023. This means Chinese documents need an Apostille for using in other member countries. A Consular legalization certificate is needed for a Beijing police certificate to be used in Non-Hague Convention countries.
